for what it's worth, Gil's decals are amazing. He sends extras of the head tube logos but the smaller of the two is the one that is the correct size for the factory original on the head tube and the seat tube.
Some folks put the larger one on the head tube but it's all personal preference...

I wouldn't shim that seat post. That's the reason why so many of the Cirrus's had cracks at the QR. Lots of people found that replacement posts at 30.4 were a pain to find so they used shims and a common post size - and those caused the cracks due to the need to really snug them up.
My Cirrus has a 30.4 seat post - just pulled it out to verify.
As for the anodizing, you either have to polish the frame as best you can and live with it or you have to remove it all. You'll find that as you polish it up, the peeled portions of the anodizing will show up even more...
All of those frames have clear anodizing as a frame protector.
Also - Are you certain you need a 27.0 seatpost? I'm positive mine is a 30.6 or something like that. Will double check tonight for you (our time). I'd hate to see you source one out and find it's too small. 27.0 are normally...
I'd be inclined to remove the fork and give it a good cleaning and inspect that rust. I'd hate to see the fork snap and you wind up ruining that bike, and possibly injuring yourself too. Tange decals can be re-created, riders can't. Remove all the rust you can and give it a good spray with...
What a great find!!! That's an 89. 88 had the U brake under the chain stays. 90 had V brakes.
