1997 is the year when V-brakes became common and when suspension actually started to work properly.
It also marks the end of the era where manufacturers were playing with radical frame designs (apart from stuff like the Whyte PRST).

IMO that's enough to justify a fixed cut-off point.

However I think we should have a third category of truly modern bikes. I'd propose 2008-> because of hollowtech and hydraulic discs becoming common.

That seems a good enough reason and i think all your points are valid.

this is one thing that I think would work really well. It is difficult to find complete bikes for sale amongst hundreds of posts with parts etc. being offered but I think it all comes back to the old 'if it aint broke' scenario.
 
i wpuld suggest winding it back even further :D

in 1996 marzocchi made the bomber available and it was the first year for the V, commercially
