Upgrade to handlbar shifters? 90s Peugeot

I've got an old Peugeot with downtube shifters. What's involved in upgrading to handlebar shifters?

Is it possible to drill handlebars to route cables?

Will any 2 x 8 set of shifters work?

It's been fitted with a new cassette and rear derailleur, a Shimano Altus, so it's 2 x 8.
 
I wouldn't be drilling handlebars, no.

I think you need to have cable stops on your frame. You might be able to convert the existing mounts. Someone else will know more about this that me.
 
There are cable stops you screw on, it's a 1 second job.
I might have some I took off an all Dura Ace frame.
 
There you go, that's what you need.
Although despite being made of aluminium, are pretty heavy. (if you worry about that sort of thing)
 
If you don't have braze ons for downtube shifters I've added an old clamp on set and than screwed the adjustable stops to them. Works fine - just not quite as clean looking. I just run my cable housing under the tape where appropriate, but you can get 26.0 bars that are dimpled for aero cable housing if that's a big deal for you.
