Brute strength and ignorance wins!
Finally got it off with the ball joint tool. The successful method was to have the frame upright on the edge of my tool chest and bash the separator in until it was nice and snug. Then I went outside and poured a full kettle of boiling water over the crank before giving the separator another good few wacks until I felt it loosen. The final removal was then done with the crank extractor.
Certainly not the most delicate removal but the frame and crank are pretty much fine. It won't be suitable for all applications but it's shifted the most stuck on crank arm I've ever come across.
