Don't do this, or any other bodge like 'colourtech' did for my Ti frame, which was spray expanding foam into the tube to stop the rattle. FYI, enigma sorted the aforementioned bodge - they had to increase the size of the head tube weld vent hole, but they did, and a cracking job too, can't recommend them highly enough based on my experience.
I did manage to fix this on an aluminium frame. Got a slim blade under the riv-nut, and pressure helped keep it in place while I span the bolt out. Might need a soak in something penetrating to ease the job a bit.
