Viscount for me as you don't see many of these around especially with the Black Dura Ace Gruppo.

Not wanting to take anything away from the winner, and I'm no tandem expert, but I have to ask - is the chainset arrangement how it would have been run? The weight of the chain is making it hang and I can forsee lots of derailing up front. It would make more sense to site the chainset at the stokers bottom bracket
 
Not my place to say but in the 70's it was usual to have two small chainring on the left crank for both riders and the stoker at the back had the big chainring on the right crank looking like a normal bike.
