Hello all, seen this frame on eBay and wondering what it is, closest I got to was a garanzini e stay frame

With what looks like a bent replaceable hanger or the fixing screw has come out/missing/broken.

I am pretty sure the Super E was made in the far east, I reckon this was a rip off just different enough to avoid law suits...
