Well after more Clean-Up I see there is a keyhole for a.lock.in the fork crown and there is a serial number I'm the seat tube above the top tube, beginning with 52 maybe 6 Digits and a suffix P
I thought the number on the bottom bracket looked a bit amateur for raleigh.
If the bottom head lug does not have the locking plate then the forks are not original. The lock has a plunger which goes upwards into a hole in the bottom head lug extension. This locks the steering at an angle to stop a ride-away thief.
Can you see the date on the back hub? it looks early 1950s.
