I wish I knew. Maybe @Guinessisgoodforyou has an idea.

That I think is a bitsa. Colour is early 80s. Fork is old Raleigh style. Rear brake is usually fitted on the twin laterals, usually only fitted there on low end bikes because no centre pull anchor. A strange one. Edit head badge is later version too.
