Is this frame a 22" or 23"?

A local has one of these for sale. I usually ride at a minimum 23" tt and 23" st (but prefer a 24"st). The owner doesn't know what size it is and measuring instructions are difficult to relay. He's also on the other side of town and it would be nice to know how big this thing is before heading out. Input welcomed.

It looks the part, this is a 24" or 62cm frame.
If you transpose where the canti's would be it looks the part. I'd say it's 24" or very close.

I asked the guy to measure and it was a 22". Oh well.
