They came fitted to at least one brand of bike, though the name escapes me. Not particularly expensive from memory

They were fitted on many bikes as OEM, mostly Italian. Colnago springs to mind, but also others.

I always thought they´re a terrible design, taking aim at your family jewels with the protruding tube.

Yours is a 3ttt with combined housing stop and roller and bar tube welded into the quill tube as most are. This is welded into the quill tube like Saracen/GT and a roller system like Marins. I have one of those 3ttt stems myself.

It is definitely special, haven't seen anything similar in my whole life.
Checking the article about different bike stems https://www.bikertricks.com/bike-stems/ and trying to figure out something about it,
Would love to see what is the original bike that seem stem was made for, considering its lenghs and diameter must have beed something unique.
