I am curious what this bike is

I was browsing around and came across this. I want to say it's a ti bike. Has cable hangers and a possible oversized 1 1/4 headtube maybe? Anybody know what it is or have any clues?

Cups look oversized but I would say the headset is 1 1/8. I recognise the detail at the seat tube clamp, but can't place it right now.....

Parkpre used a cable guide like this but I dont think it is one as I dont recall them having the butt welded seat tube.
