Hole near rear drop out

Hi all, is this hole near the rear dropout something to be concerned about? The frame is new to me. Can it be filled or repaired by brazing?

Does look like it has been rubbing there, though steel frames do sometimes have holes at the end of the stays for the welding gases to escape, maybe originally one but made bigger by wear?
 
It's got yellow paint inside the hole so it was there when it last got painted. Do you think the paint is original? If there's still a reasonable wall thickness around it then it wouldn't bother me but it's a cheap repair to get done.
 
Suspect that's just poor frame building at construction stage.
Frame appears to have been treated less than sympathetically with no detrimental effects.
Either fill it or not. Respray and forget about it.
