And on this chart it only mentions a 'specially worked cold drawn cro-mo tubeset' not mentioning 501 at all, theres no hierarchy

Fair enough. We could argue about this for a while but as 501 is cro-moly anyway it seems a bit academic to differentiate. I would agree that the frame builders can pick and choose what they build with and nobody is going to come along and check. I had one 531c frame from new that I sent back because I could see that the steerer was not a drawn tube. Worse than that was one very reputable builder who once said to me that Reynolds themselves had told him to use the last of the 531 pro tubes up and label the frames as 653!
