i think its a 1998 tcr but im not sure ? 9x3 campag mirage with a standard round seatpost , a quill stem ( not sure of the diameter im guessing 1" but not sure of the bar clamp ) which i need to replace as its too long for me .

It's a Giant OCR from around 1999/2000. The OCR had a teardrop aero profile down tube whereas the TCR had a round profile. 1 inch threaded forks with possibly carbon blades bonded to an alloy crown.

Giant branded quill stem with possibly Cinelli bars so could the bars could be standard 25.8/26mm or Cinelli's 26.4mm size.
The Campagnolo Mirage triple group was factory fitted I think.
The quill stem is a heavy lump as it can be adjusted for angle up or down.
I think these models of OCR would have been sold with the Mike Burrows designed carbon aero seat post which is why it appears to have the rubber insert in the seat tube by the seat post clamp.

Forks sound like alloy when tapped AFAIK , stem could be an issue then if it's a guess the size .is the BB an English thread ?

English BB thread, the bars might have the size printed on them somewhere, maybe under the stem clamp at the centre. If you're going to replace the stem then maybe replace the bars too?

my thoughts too , if im replacing stem and bars im tempted to use a converter to a modern stem /bar combo

Decided to go with a stem converter and a 90 mm stem that i know should fix my reach issues .
Next question is do i keep the campag triple ? i have never ridden campag before or a triple either .I do have a 105 10 speed groupset knocking about and plenty of spare wheels with shimano hubs
