One hood split when I was fitting it to a brake lever; 25 year old Campagnolo NOS ruined, aarrrgh

It looks really bad but it has stayed on the brake lever, and the split has not got any bigger, and I ride the bike almost every day. The is the type made from synthetic rubber, which is a lot more robust and longer lasting than the older hoods made from natural rubber, the ones that dry out and go hard and eventually crumbles to dust, like an elastic band.

I did try to glue the hood to the lever with UHU glue but it just peeled off very easily. Perhaps something stronger like epoxy resin might work.

I'd try Superglue / cyanoacrylate - pretty good with elastomers IME - used to glue high-pressure seals (300 bar) with the stuff
