That is the top tube length! Seat tube is a gnat's over 20".
I've seen Mark's bikes in the flesh and they are absolutely stunning. This one has a 1mm paint chip (to the primer, not to metal) on the seat stay, but that's it! Otherwise it's mint. The others are no different!
