Regardless of the legal aspect (if there is one) the seller has certainly breached ebay rules and policies by refusing to sell to the winning bidder after the auction is complete.

I would report him to ebay, if he cares or not about being struck off is another matter.

I'm not quite sure why you feel the need to be so rude, but I'm afraid until the seller accepts payment, then no contract (implied or actual) exists.

I was also out then this one ended.
I Won't be bothering if it's relisted. Some things aren't worth the potential hassle. eh?
