He means the spacers that raise the granny ring to the correct position. (I think).

The 5mm (or there abouts) cylindrical spacers that sit on the back of the granny ring.

Are they pace ring specific or do they go with the cranks?
 
With the cranks.

Interesting fact about that pace granny ring - it looks to be one of the dual fit ones that also fit Suntour Microdrive cranks which have a fractionally different BCD.
