Cabling velocity stem

Trying to get brake cable through Early Kona velocity stem is there an easy way to do this ? Without fouling cable .?

Yes, i put a peice of the thin outer cable through, not sure what it is called, the stuff that goes between cable stops on top tube to cover exposed wire. Then thread cable through that, i cut the outer off flush with the rear hole so looks like just cable coming out, i have thought about running the outer all the way down to the cable hanger but never have.
