Bill Whitcomb frame number

I have a lovely unrestored Bill Whitcomb bike, it still has a Walvale sticker on the front wheel. Its a 531c frame with a mixture of components the newest being the 1983 Simplex SLJ 6600 "aerodynamic" rear derailleur.The other parts include Weimann, Campagnolo, Cinelli, Stronglight, and Spidel. The frame number on the bottom bracket is 161184 and I wonder if that might be the date the frame was completed.
