If you media blasted that chainstay you're going to find pits that are holes all the way through i fear.
 
It looks like it's the chromed areas that are the worst - and they make it look worse than usual because of the way chrome peels off? I reckon that's perfectly restorable with a bit of attention to those areas, and still a good price.
 
That stay will need replacing or at minimum some braze filling of holes. Ive had many similar situations. You could spend money painting it just for the corrosion to still be there. At the cost of media blasting, repairs and paint theres probably not that much difference in having a new tube fitted.
