Hi, only rear fo a carrier.
The frame has no serial number ( unicum).
i's made of Columbus SLX and from Bill Grove:
The tube set is Columbus SLX and those are Henry James lugs, silvered of course with brazed and hand filed drops. The paint is PPG Radiance twin coat, base is a metallic "Pace Car Blue" with a tinted clear/blue "Grandeur Blue" top coat.

Interesting as I haven't seen an SLX frame with eyelets before (of course doesn't mean that they're not reasonably common) but interested why the builder chose to have eyelets at the rear but not on the forks - is there clearance for a mudguard at the back?
 
I think it's a special "Race-travel" bicycle (carrier, three bottles)
It's also the only Grove steel road that I know

Its for a rack Ed not mudguards. 3 waterbottles and a rack full of Powerbars and your set to cross America. (If it rains- tough luck)

The only steel Grove Road! What a shame he didn't build more- I'd have liked to have seen some welded frames rather than lugs.

Grove built some Ti road bikes though I think?...
