can a frame be welded?

Depends on the nature and extent of the damage - the frame might distort or 'pull' following welding if not clamped firmly due to differential cooling of the metal. You may also need to look at the original frame construction and tube types - older frames are brazed and the heat from the welding may weaken the existing brazed construction. Likewise, certain heat-treated tubes e.g. Reynolds 753 could be weakened by the heat from welding. Suggest you take it to a specialist if the frame has any intrinsic value.
 
Cut the damaged tube out, braze in a new one. A quality steel frame is so thin it will vaporise at the mere mention of welding...
 
thanks for the replys both. the damage is a groove about 1/4 of the way through one of the rear tubes. i'll put a photo of the damage on here tomorrow evening. thanks for the advice.
