Yes they did, and were one of the first companies to start using carbon and composites in their frames, as opposed to wood and aluminium.
I always thought they were a French company but in one of the pics you can see a sticker at the bottom of the seat tube that says "Coated in Belgium", which might explain why I came across it over here.
I really have no idea who actually made the frame though. It looks a lot like a full carbon Alan from the same period, though IIRC most Alans had alloy stays.
