Removing a stuck quil stem

Bit more soaking need as didn't like how the forks were twisting although the stem does seem to have rotated a few mm off straight so looking hopeful.

Yes, did that when I got the bike, didn't make b..... all difference so left it a few months (was that going to help?) and then today thought that I better have it again so as a first step checked the expander bolt was still loose - it was - and gave it a whack. Nothing had changed from previously - and I have no idea why I thought it would - hence the thread here.
 
This worked for me. I up turned the frame and forks on to a black and decker work bench and placed the stem between two bits of wood in the vice of the bench. I then lashed two bits of 2"x2" squared timber, a minimum of 2' long either side of the crown on the fork. Using a twist motion, back and forth, the stem came loose from the fork steerer.
