WANTED: Time Trial, TT, lo-profile, frame/bike. 54/54ish

Hello all,
i'm looking to build a TT bike . i need something 54/56 seat tube, 54ish on the top tube...Any condition considered, the fit/geometry is most important at this stage. open to anything and any coindition at this point.

i am looking to build something like this.....

any help or pointers would be amazing

i would also be willing to take a full TT bike. really looking for something from the 90's/ aero bars, tight and light. really want to get something on the road to start training with as soon as......
