The jubilee clips prevent the brake plate moving from side to side. The plate would be pushed againt the chainstays by the forward rotation of the wheel being retarded by the brake blocks. The jubilee clips are not there to hold the brake in place thats the bolts job which is in most systems plenty strong enough. The bike is a mtb and thus will be built tough and is highly unlikely to snap by brake forces alone.
Your concerns are over the top unless the bikes made of spaghetti. Most of the bikes in retrobike were made for canti brakes which are quite weak in comparison to V's but BITD we fitted V's anyway and then came up with cunning solutions to overcome frame flex like booster plates. If we had worked by your logic we wouldn't have dared to do anything in case of snapping frames.
I'm no engineer and you may be but if you dont try a bit of suck it and see we'd still be on donkey carts of the middle ages. Plus if you push a bike to the point of failure bits will fail but fortunately most cyclist back off before that point.
