I agree with fining completely, and would also like to see a mandatory insurance system.

It beggars belief that you can go out into danger, ultimately putting other people's life in danger when things go wrong, and there is no legal comeback.
Even more perverse, you can load your family up on a boat and put everyone in extreme peril without one iota of experience.
I met a chap kayaking down the glen with his young daughter a while back, he had no real certification and I told him plainly he should not be risking himself and his kid like that. Only common sense, but so few people seem to have any.
Fellow lives down in Inverness next to a retired skipper, who had offered advice on the weather and such but was not heeded, and he actually set out with a friend with a storm on the way. Not even a wee check of the weather before heading out into the blue. Crazy.
