I've seen them 1st hand and driven past them - there's quite a lot. Not being used, not being sold off. As to cycling - well it will still be hotter than hell, but probably getting a bit rainy season, now.

Perhaps they are to re-house the millions that will be made homeless if a large earthquake hits the Shaanxi region. There was a program on the BBC4 last night about earthquakes, the most deadly quake ever took place in the same region killing over a million people (because they lived in caves dug out of the soft silty soil). These days 40 million Chinese live in the area mostly in similar caves.
