A chance conversation with a local rider I know, I was looking after the lbs, while the manager went to get some money he owed me, for a retro bike I built him.

This one,

He gave me the frame and fork to build up a bike for him, so I gave him back a bike! Albeit with unsuitable forks. But he's happy!

If the steerer isn't tapered mate any 1inch steerer will do even an RST and if it is tapered shim it. You can get treadless steerer's and have them threaded.
Is the frame big enough
