I'm looking for a park tools FR2 or equivalent:

Buy new they are not expensive. People tend not to sell tools very often. It like selling a kidney to me.
 
there are quite a few places scattered around the country that have bike tools that you can borrow. For instance, in Leeds there's Pedlars Arms, which also has experienced mechanics who volunteer their time to help teach people how to fix their bikes. There's probably a list of all these community bike workshops somewhere if you google a bit.

But as cycle clinic says, why don't you just buy them, they're not expensive, and if you're going to stick with this retrobike lark, you will surely need them again in the future.
 
Not spare but if people want to drop into the shop and use the tools in the shop I have no problem with that. Lending my shops tools out though is only somethng I do with people I know that live nearby.
