I don't know squat about Mootses but seller says they refinished it and put a new headtube badge on it, headtube badge looks like it's meant to be screwed/riveted but is actually glued so that would make me suspicious of its provenance straight away.

That disc mount looks like a Brake Therapy convertor, or something similar. It should have a rod bracing it to the canti mount, which ain't there...
