Is the Caldera not a level up from a Cinder Cone? I had a '97 CC and it didn't have those dropouts.

Same tubeset, standard double butted chromoly. Sure the dropouts are different but that's it. The Caldera moved to aluminium a few years later. The only decent Caldera, in my opinion, waw the rarer than hens teeth 97.
