Perhaps he's classified it in the wrong section as it appears under the 'cycling parts' category of ebay. 'A rim' might be attract a better price elsewhere.

i bet he started the listing with every intention of finishing it at a later stage and then didnt get round to it. i like my listings to end sunday evening so the sunday before i have to do the listing. if i dont have time i just start it with a high start price so nobody bids, allowing you to finish the listing later!
