Raleigh Avanti or Lizard springs to mind, purely from the blue/green (similar to Bianchi "celeste" colour), but I think you'd need to strip off the black paint to find out exactly??

If you look carefully the rear stays have the seat bolt through them I'm thinking Ridgeback but the pub beckons ignoring the forks its very close but the cable stops are different and the FB one has rack mounts.
