Thanet Silverlight Frame

What does he mean, not sure if they're meant to be like that or not. Have a wild guess!
 
I actually have a pair of Thanet forks that would fit this - I turned down a Paris Galibier in a similar state (much cheaper) there's probably 3-400 worth of work in this plus a repaint. Tricky...
