never seen those before! looks like the dropout just pivots backwards around that large cylindrical part just above? or does it have some internal mechanism? always like seeing weird stuff like this!

Unique and rare. i don't know if any pro teams used them on the cobbles but would be great to see if any did.

I am guessing the alloy bit might be under spring tension, provided in the pivot, and the rubber bit offers some squish? I dunno. More info required OP.

If you search images on the web you can see a fork with the front brake mounted. The brake sits out in front of the crown to deal with the arc of the wheel under compression.
