I sell the same nice kind of frameset some years ago, with a Dean fork with Breezer style dropouts. It was too small for me, yours is also too small, else ...

I sent an email off to Dean to see if they made the forks, this is the reply I have just received:
"Hi Ian,
I just checked with the founder of DEAN and he does think it is a DEAN Fork. You are correct, we did not make very many.
We still do make a segmented custom fork… just FYI.
Best,"
