Mystery frame 2

Anyone like to take a stab at who might have built this?
Stamped Cyclo dropouts with mudguard eyes, 26.8 ish seat tube, frame no 11495 across the BB and on the steerer tube. It has a pip to hold a gear lever band but no BB cable guides or dropout hanger.

Rotrax did similar seat stay clusters but not sure it's one of there's...

Much as I would like it be so, I have read that rotrax numbers run round the edge of the bb shell.

Very odd for mid 50s decent frame to have down tube pump peg.
My first thought was Viking, but so many used Nervex Pro in the 50s.

Perhaps we could see the ends and any brazed on fittings.
The frame number suggests a factory build, with the numbers all in line.

The relief at the top of the seat stays has a scalloped section rather than a flat angled section like I have seen on some rotrax.

I'd love it to be a rotrax. I have hankered for one for a while. I live in Southampton and remember the shop well. Real old fashioned shop to the day it shut. Bare wooden floors and dark wood cabinets wall to wall, frames and wheels hanging from the ceiling.
