Advice needed. Plastic bottom bracket cover

Afternoon.

New to all this so apologies if the description and technical terms are shakey

Stripping a road bike for the first time with a view to getting it powder coated. The bottom bracket is the final piece, and it has plastic SKF covers on it?! Is this normal? I have the right tool, and on all the Youtube videos I've come across the covers are metal, and have a suitable indent for the tool to turn it. These plastic items...well....I'll be f!cked if I can get them off as the tool just sheers the plastic away.

Any advice?

There is no easy solution other than destroying it. I had to do thus recently and ended up drilling around the axle into it to release the cup.
 
It takes a standard SKF/FAG/Campag tool. The basic Park Tool one needs great care in use as it's just a stamped ring.
