'81 Record SL Pedal Rebuild Bearing Problem

Not rebuilt any before but they're just pedals. However the outboard bearings just don't want to stay put on one side, soon as the spindle turns they unseat, pop out of the race. Can't see any obvious differences between the sides. My brother's also tried and same thing.

Are we doing/not doing something obvious?

Have you put the wrong number of ball bearings in?

Nope, same both sides 12 (I think it is). Will have to borrow a micrometer to double check the size in case they've sent the wrong size but they're not too tightly packed. It will probably turn out to be something stupid but can't think what.
