Anymore ideas of what make this frame is?

It's the seat cluster that made me think.......
In the 60/70's Cinelli frames had a seat stay arrangement like it had been squashed flat at the ends, brazed on, a big slot in the seat tube, a hole drilled through and then a bolt going through like Frankenstein's neck.
Looked pretty agricultural and can't think of any body that copied it ..or wanted to.
I guess Google will show some Cinelli seat cluster pics.
