Can anybody help me identify this frame

the frame number reads 7584 on the bottom bracket

any advise would be great

It's the seat cluster that made me think.......

In the 60/70's Cinelli frames had a seat stay arrangement like it had been squashed flat at the ends, brazed on, a big slot in the seat tube, a hole drilled through and then a bolt going through like Frankenstein's neck.

Looked pretty agricultural and can't think of any body that copied it ..or wanted to.

I guess Google will show some Cinelli seat cluster pics.

Just remembered.........don't you have a Cinelli frame already? are the seat cluster's the same....
