Help identfiying a frame [frame number provided]

So my friend has a frame but we have no idea what it is :?

71511 is the frame number if that helps.

The pics are below, if you want more to help I.D it, just ask.

A closer view of the headtube, front and side might help.

I think the ID is going to have to go on the lugs, if you are lucky they are a type particular to one frame maker.

Also the location of the serial number might help (including orientation)

So lets work with what we have.

Nervex lugs, but only on headtube and seat tube.

5 digit serial number.

Pointing to one of two possibilities so far, both mass market.

One is 1960-63 Raleigh, the other is similar age Peugeot.

I think what would seal it is what the BB thread is, if French then Peugeot, if Raleigh or British, then Raleigh...
