At a guess seat post should be 27.2mm.

Flicking the central part of the tube should me a nice light 'ting' sound.

Knowing who the frame maker was/is and what 'they' used.

Some types of Reynolds tubing has R etched onto the tubes.

An old steel-framed lightweight with a 27.2 seatpost is definitely Reynolds (or equivalent good-quality steel), but 27.2 is particular to double-butted tubing. Single-butted was something like 26.8, plain gauge 26.4 - but these smaller sizes were also used by 'lesser' steels.

TBH I wouldn't worry about it. If the bike's nice to ride, it's nice to ride, regardless of what steel it's made from.

My Wes Mason from 1983 has 26.6mm seatpost, tubing is double butted throughout.

I would determine by weight (531 double butted should weigh in the 1900g - 2050g range for the frame alone).
