normal old fashioned way was ---
measure inside leg with no shoes on and remove 9 inches
ie 32 inside leg 23inch frame.
to set basic saddle height with toe clips and straps
get on bike with no shoes, put rear of sole by heal on the pedal and then back pedal, adjust saddle so leg is straight with out straining, mark seat post then ride with cycling shoes and adjust accordingly ,remember an 1/8th adjustment can make a big difference.

I set mine so it's the right height for my pedalling. Visually, on my 90's Raleigh it's about where you'd expect to see it. My Viscount has taller pedals and I swear the bottom bracket is higher off the ground, so the saddle has to be out quite a bit further and it looks a bit more 'modern'.
