Heavy bike with climbing gears or light bike with 52/42T ??

Just some views needed for a potential touring bike purchase/build.

What would be better bike to tour with in a hilly region.

A 12kgs bike with a 50/40/30 triple

OR

A 10.5kgs bike with a 52/42 double ?

Both steel ?

I'd go for more gears, by the time you've put racks panniers and all your stuff on it, 1.5Kg difference in the weight of the bike it's all hung on won't make a lot of odds.
 
Most of the weight is you, not the bike. Triple every time: a 42T chainring is pretty brutal over almost anything.

For touring, assuming you have some luggage then you need a lowest gear at last 26" (so around 1:1 ratio front to back) and preferably closer to 20".
 
The biggest bike you can handle. It will be more forgiving and stable with all that weight on it.

Well, it depends. If you are fit and keen, not carrying much weight or luggage maybe a double would do.

I'd ride a triple myself. It cannot possibly hurt to have the lower gear to get you going.

Ideally, get a few days practice riding where you are going with a touring load. Then, you are going to know yourself.
