Step inside ahead steerer tube...?

Has anyone come across an ahead steerer tube which has a step on the inside, ie the steerer tube has an ever so slightly larger diameter than the bottom? Maybe 0.5mm.

I have a pair of forks with the above and was wondering what the reason may be. To make the steerer easier to trim maybe? Or a dangerous flaw?

Any thoughts?

Wider for the star fangled nut, plus saving some weight in the middle? I think the extra was also to give strength if somebody cut a thread on it.

Certainly the steel P2 fork had a butted steerer.
 
These were sold to me as P2s with no decals so that would make sense. I have had 3 pairs of P2s in the past though and never come accross this... different models maybe.
 
I'll try and get one sorted 2mrw, its about an inch and a half down so not sure how it'll come out but I'll give it a whirl.
