Ok... I have an idea... Buy the Frame, Take a 27.2 and try it out, if it fits I'll give you a free cookie :LOL:

Mhh, alright, thanks guys. So I was far off with my 26.8mm assumption and it's likely that my 27.0mm Syncros Hardcore may not fit that Blizzard properly.
I keep sleeping over it...

All I can say is that the 27.0 I have slides in there nicely. It's very possible that after giving the seat tube a good cleaning up and a light reaming that a 27.2 will slide right in there.
