I had a Carlton Gran Prix a few years ago that was even bigger than this. Managed to ride it ok with the seat right down, but the reach was still quite long.

With this being so local, cheap, and seemingly well looked after ("same owner since new"), I would usually just go and get it. Alas, I don't really have the capacity for more bikes at the moment so trying to resist.
